The feeling I got while watching was that Adama's flashbacks were a set-up for some future episode where this latest insight into him as a man who finds it easier to see his crew as family than his actual family, might be put to use.
Even in the episode, the flashback provides a nice parallel to his relationship with Apollo and there's a tiny character arc in its own right in the end.
Not bad for filler on the whole, but I'd have enjoyed it a lot more if it didn't postpone the Baltar trial storyline for yet another week.

This feeling of them not continuing the larger storyline is certainly a problem. I don't know much about how the show is developed but they seem to do the bigger arcs during the episodes around the beginning and ends of each 1/2 season and the ones in the middles are episodic. Television seems to be trending away from this episodic approach - I hope they adjust it for Galatica's 4th season.
I'm missing Baltar, too! I love to hate that guy.
